IrfanView. See Wikipedia: Irfanview. Free, popular, easy-to-use image viewer and editor. Install free plugin pack too. IrfanView Thumbnails is a great way to view folders with images in older versions of Windows that do not have Windows built-in thumbnail viewing of folders with images.
Adding text
Open an image in IrfanView (with free plugin pack installed). Open paint dialog from the edit menu. Click on the text tool (3rd row down on the right). Then click in the image. From help: "The Text Tool adds formatted text to the image. The text cursor's cross-hair will be the baseline for the inserted text. The text will be left, right, or center aligned on the insertion point. When you click the text cursor on an image, the Insert Text dialog opens."
Type or paste in some text. Select some or all of the text. Play around with text font, size, bold, italics, etc. for the selected text. Do the same with the color. Be sure to click "OK" in the color box after choosing the color. Otherwise it will not be remembered. To see how it will look on the image click "hold to preview". If you like it, then click OK in the dialog box.

Removing text, logos, etc.

This works best for areas with only one background color behind the text, logo, watermark, etc.. Open the image. Go to the edit menu, and then "show paint dialog". Click on the clone tool (2nd row down, right side).
Right click an area with the color you want to use. Then left click and drag over the stuff you want to remove. Repeat if problems. At the bottom of the paint dialog box you can set the width of the circle numerically in pixels. Or according to help: "Hold down the shift key, and scroll with the mouse-wheel to adjust the width of the clone brush.". A smaller diameter can help a lot in some situations. Open up help from the help menu. Then look for "paint" in the index, or "clone" in help search. There is also a question mark in the paint dialog box. Toggle it for longer and shorter help tooltips.
